/footage endpoint to specify resolution

This came from a conversation with a client who downloads 3min clips for manual review. For them, 1080p or less would be preferred. Stream reduction is relatively inexpensive on compute.

This issue used to also question offering other options such as container format, codec and iframe interval (possibly more). For now I'd be happy to limit this issue purely to resolution, assuming same aspect ratio.
