Pressing modifier key scrolls chat back to chat entry

From an emailed bug report:

steps to reproduce:

• enter a chat room
• scroll so that the insertion point (where a message would be posted if you entered something) is offscreen
• open or close the user or notifications pane (probably other possibilities too)
• hit (almost?) any key that wouldn't normally type something, such as alt, ctrl, windows, shift, tab, etc.

expected behavior: nothing happens

observed behavior: the chat window scrolls to the insertion point
