Description

We need to offer a banner-based version of the first layer for TCF.

Assumptions

The way we should implement this, to be safe, is to make this optional.

Acceptance Criteria

First layer of TCF can be shown in a banner
Having stacks and purposes in the first layer is optional

galvana self-assigned this

Kelsey-Ethyca removed the FR label
