Do not run genesis validation checks for frontier chains

Genesis validation checks are currently run on frontier chains. These checks are not strictly needed for frontier chains and introduce additional overhead for chain operators and Optimism.

We want to change this behavior so that these checks are skipped for frontier chains.

Note that even for these chains, we still want to capture the genesis file (if one is provided) in the superchain-registry.
