Site specific policies

The App footer has a hardcoded LLNL policy linked:

            <a href="https://www.llnl.gov/disclaimer.html">
              https://www.llnl.gov/disclaimer.html

This is not appropriate when deployed at other sites.

Instead the footer should be configurable for each site.

Need a settings field, maybe with line breaks? we need to add several tags to a footer, will provide an example for LLNL
