I'm using Windows 10 Pro x64. When I try and launch the application, a terminal window will display briefly but the application does not launch. I've tried running it as administrator and compatibility mode but no luck.

This is a CLI program. You have to execute it via an elevated cmd.exe session. It does not have a graphical user-interface.
