Last fixes before 2.3

• Check hydro capacities (HDAM and HSPS)
• Adapt the thermal unit capacities according to the historical generation. We should be careful about the "sleeping" capacity in reserve markets
• Check wind offshore (both AF and capacity)
• Clean up database from obsolete files. One last check for licensing issues. Attribute where necessary.
• "Benchmarking" plots
• Building the base EU case should not have any 'errors' or 'critical' messages. Ideally also no warnings. Modify code or complete data where necessary

Hydro capacities, profiles and availability factors are now fixed
Thermal capacities are updated to match year 2016
Obsolite files such as "converted_from_yyyy.csv" and "2016.csv" inside ReservoirLevels are also removed

I also fixed minimum heat demand Warning for back-pressure turbines

I close this issue since everything is fixed except the benchmarking plots which are not directly data-related. I re-opened another specific issue for this:
