democracy page bricked if proposal state changes #1719

If the state of proposals changes while on the democracy page, closing and opening again will load forever

reproduce:

open democracy page
change proposal state (i.e. bump into approved or superseded)
close democracy page
open democracy page: spinner forever
close democracy page
enable developer mode and trigger state invalidation
open democracy: works!

killing the app after 4 and opening again resolves the issue as well

Hmm, this is surprising, I will double-check, but the democracy page shouldn't know any state and be completely fresh after closing and re-opening.
