So anyone can trigger lazy evaluation of proposals

extension:

client side evaluation of superseding proposals and offer bumping superseded proposals as well even if they are still within proposal lifetime. Caveat: bumping proposals into superseded state only works if the superseding proposal was bumped first and already transitioned into "approved"

alternatively:

app bumps proposals automatically without user intervention (only if it won't involve fees)
