Type of (unstructured) attachments seem not yet suitable for vocational and secondary education or enrollment certificates

In the current ELMO V2.0 Preview types of attachements seem to be missing.
They would be needed to express which other evidence types (beside diploma, diploma supplement and a few others) will be put as unstructured attachement to the ELMO report.

German security handouts claim that ELMO is also suitable for the secondary education certificates.

I suggest adding at least the following unstructured attachement evidence types to address the needs for secondary education and vocational education certificates - or of course make them structured complex types instead of attachements
a) secondary education certificate
b) secondary education enrollment certificate
c) tertiary education enrollment certificate
c) vocational education certificate

This issue will be included in the ELMO2.1 discussions coming up now.

We will add "enrolment certificate" (not specified by education level). We understand education certificate as equal to "diploma" or "transcript of records" and will not add that type as per today.

We will not specify the attachment types by level as this can be done in LearningOpportunityInstance-element level (ref https://github.com/emrex-eu/elmo-schemas/blob/v1.7.0/schema.xsd#L1330 )
