Describe the feature

Following discussions in eclipse-zenoh/zenoh-plugin-dds#154 I came to the conclusion that it would be better for the bridge to always create RELIABLE Writers.
Thus, no risk of mismatch in case the bridge has to serve 2 Readers, 1 BEST_EFFORT and 1 RELIABLE.
