Updates for v10 release

This feature request is a catch all for @craig8 to describe what needs to be done in order to make the auth refactor and all of the changes we have made this year available for testing.

• The setup of the platform wrapper is going to be using a server object called ServerOptions to get the configuration into the volttron during startup. This will take care of the config file writing for the tests.
