Eclipse website is missing mat_code_formatter.xml

mat_code_formatter.xml is referenced from the Contributor Reference but it's missing on the new website: https://eclipse.dev/mat/dev/mat_code_formatter.xml

@kgibm thanks for pointing this out! I was just about to add it back to the website (I am anyway doing some changes to the website today). However, I just thought - it would be probably better to keep it together with the code - in the mat repo.
We do have already the /dev-doc folder with the contributor reference in the code repo, I think the formatter also fits there.
We would still reference it then to make it easier to find, but people won't need to download it in addition to the code.
What do you think?
