Wire up steBTC governance

adding 2 additional roles
StakedEbtc: Donor (donate)
StakedEbtc: Manager (setMintingFee, sweep, setMaxDistributionPerSecondPerAsset)
assigning Donor role to fee_recipient_multisig
assigning Manager role to ebtc_techops_multisig
