Justification and Details

As per a treasury decision, the minimized governance control over the PYS should be transferred to the Treasury Vault under a new Timelock. The following are the steps required to complete this operation:

• Deploy new TreasuryTimelock
  • Configure it so that only the Treasury Vault can propose and execute on it (perhaps treasury ops should be allowed to propose for agility)
  • 2 days delay should be acceptable according to the current setup from a security perspective
• HighSecTimelock operation to:
  • Remove the PYS control from CDP_MANAGER_ALL role (through setRoleCapability(,,,disable)
  • Create a new role for this purpose
  • Set the capability to the role
  • Set the name to the role
  • Grant the role to the new TreasuryTimelock
• Adapt the scripts and documentation within this repo to reflect the changes above
