Perfmon Collector won't work temporarily when a OOM issue happens in a WAS Server in Cell

The perfservlet is not accessible (we get a socket.timeout: timed out) once a WAS server in the Cell experiences OutOfMemory issue.
Thus we get an alert like the following from collector untill the OOM WAS Server is restarted:

CRITICAL - Error retrieving PMI data! Check your Cell status!
