webconfig.sh times out too soon when waiting for internet connection

The scenario is a very brief power failure (about a second). The ADSBx Pi uses a USB WiFi connection to the router. The internet modem and router reboot. But it takes 3-4 minutes for everything to reconnect. webconfig.sh appears to wait only 30 seconds before starting a local config hotspot access point rather than waiting and reconnecting the WiFi. I'm not sure of the best way to fix this, but since I don't use the hotspot to configure ADSBx, I changed the wait time in webconf.sh to 4 minutes. There is probably a smarter way to do this because this will delay the hotspot creation on a new install for 4 minutes, which is not ideal.
