Not sure if this is possible, but my goal is to use WSL2 with a second mouse that can only interact within a linux application. Using usbipd-win I am able to pass the host mouse through to Ubuntu. This would be possible with a full VM easily enough but WSL is weird

lsusb shows the mouse, but I can't detect it as an input, and it doesn't work to move my cursor when I have a linux application focused.

My final goal would be to be able to click inside an application that is not focused on a second mouse while using my primary mouse for other tasks.

From a usbipd-win perspective, you've done everything right. This is WSLg question. Better ask over there: https://github.com/microsoft/wslg
