Add shares (share shares) for transaction propogation

Shares are workshares that didn't meet the workshare threshold. It allows for a ddos threshold by setting the value lower.

This provides flexibility over time - when there is low network demand people will have lower thresholds for network propagation - as network demand goes higher it allows the threshold to go higher.
