[Snap Syncing] - Snap sync 3 interlinks back

Create a snap syncing function to snap 3 interlinks back (until we know how far back we need to go after testing).

Snap the 3rd interlink and snapsync to that.

Note: it might be worthwhile to look at ETHs implementation of this and improve on that.
