Add rain-out updates to discord/slack schedules #8

Now that we have rain-out implemented:

include rain-out as the reason why it is open (like the rained-out class in the css front-end, probably just an emoji)
if the rain-out was called after the message was posted (on 4pm the previous day) we should send a duplicate message
