Patch Version Control

Is there a way to control when the server jar is updated? I noticed we automatically pick up the new jar file when launching the server, but I'd like to stop that from happening to prevent version mismatches with data packs that exist with the server. Eg I would want the server to stay on 1.20 instead of being on 1.21.
