According to the Filesystem Hierarchy Standard /opt is appropriate for the package itself but the config file should be in /etc/.
Speaking from experience, /etc is also the first place to check for a config file in standard nix systems.
Would you consider relocating the config file, or creating a symlink for discoverability?
