Running commcare-cloud <env> django-manage check_services sometimes lies about the couchdb status #3031

We use Application.get to check this service. However:

  1. In an empty DB this is meaningless
  2. That particular check is cached, which means if the DB goes down but the cache doesn't this still shows green.
