Commit declaration files in repo

Follow-up of discussion on the forum https://forum.dfinity.org/t/src-declarations-in-repo-or-not/16206.

I think that declaration files should not be omitted from the repo and therefore the entry src/declarations should be removed from the .gitignore of the starter kit used by dfx.
