Medical records contact information is displayed differently on FE than in Drupal UX #19985

Description

We received the following feedback from VA Saginaw about the order of contact information on the Medical Records page.

The immediate next line I see provides “signed First party requests may be emailed to:” yet it is placed in a section of how you can physically get a hold of the ROI Department. There is a section specifically designed for information on how you can get your records and being able to find that complete comprehensive list in that section instead of searching up and down the page is much more user friendly.
Lastly, In Saginaw we have Office Hours and Service Hours in our ROI Department. Many times, Veterans ONLY see the Service Hours and become frustrated when our physical office is not open. Making sure this text draws your attention to these different sets of hours will help reduce that confusion and provide much needed clarity.

In reviewing this feedback, I note discrepancies in the way the contact information is displayed in the Drupal UX vs the Veteran facing FE. It may be worth revisiting the order of the display of contact information. At a minimum, the display is disconnected from the editorial experience.
