Follow up to: #3709 (comment)

The 526 PDF generator produces overflow pages that are similar but not identical to those from the vets-api generator, which suggests that they rewrote it from scratch in Java to replicate the vets-api generator's capabilities but may have had to make certain concessions or different design choices.

Action item: look at the 526 PDF generator codebase to see whether it would be amenable to the proposed improvements.
