Brings portal dev database boiler up to date with version 2024082000 so that all metadata related columns are initially present (this is not a DB update).
The metadata update scripts were also run on a manual import of the initially inserted records for portal
data, action_history, and records tables (dev db has no initial notes records) to add metadata values.
Adds new test case for initiator name to confirm values of first and last name.
Adds comparison to existing actionHistory test to confirm value of approverName
