Describe what should be investigated or refactored

UDS (bundle and task) and Zarf linting should be pinned and applied to the pre-commit and GitHub CI workflows.

• UDS bundle lint
• UDS task lint
• Zarf package lint
• (OPTIONALLY) Helm chart directory lint
• (OPTIONALLY) Docker manifest lint
