Multiple submissions for JOURNAL event type

An applicant / author / registered Baobab user should be able to make multiple submissions to the JOURNAL event type.

For applications to other events, like EVENT or CALL, an applicant can submit only one application. Examples include the Deep Learning Indaba event. However, a JOURNAL is a continuous event, and authors should be able to submit multiple papers through the Baobab portal.
