Add bind and test-binded jobs to CI workflow

We want to ensure we're not inducing breaking changes to the uniffi bindgen & subsequent testing in the CI workflow.

I revamped the GitHub CI Workflow to use our Hermit environment and Justfile in #187, but we temporarily blanked out the UDL file in #181, and we still have the old binded/ code generated so we can't do this until we pick back up with bindings & revamp binded/kt & binded/swift.
