The package.xml file is marked as requiring a minimum version of 1.0 to install. This should have prevented (but clearly did not) installation or upgrade with previous FreeCAD versions. I need to investigate why this is not happening.
V4 requires features only available in one of the V1.0 release candidates which will eventually become 1.0. It will not run without those features. If you look in the report view you will see a number of Python errors as it tries to load.
Workarounds:
Try the latest release candidate (currently RC4) or wait for the release, which assuming nothing major appears in RC4 should be in about a week.

I tried install v4 of Rocket WB today and it says it is installed but even after a restart it does not appear in the dropdown list
I tried at home a little later to upgrade from 3.3 to 4 and the same thing happens
The workbench updates and then disappears out of the dropdown so you can't select it
