What needs to be validated

Static route BFD behavior changed from 4.2 version via CSCvq21887. Causing service outage in ACI 3.2 to 5.2 upgrade.

Issue Symptom:
Before Upgrade: ACI 3.2 L3out has static routes with BFD enabled. Even if BFD is down due to incomplete peer configuration, the static route is installed and working.
After Upgrade: In 5.2, the static route is not installed in the routing table if BFD is down, causing an outage.

New validation Request:
Validate the upgrade path crossing version 4.2.
Provide an outage warning if the static route BFD is down.
Mitigation: Either bring up the static route BFD session or disable BFD on ACI.
