Pressing Tab while dropdown is open should select active list item

For example Choose local authority on the landing page.

If I click into the box, use my keyboard to navigate quickly to my intended LA, and then press Tab, the dropdown closes without selecting the active item. This differs from the normal behaviour for Tab on a dropdown in an internet browser (which usually commits the active value before moving to the next field).
