missing table rows #133

Table views display one row irespective of how many rows the child has.

Replication
Run the CIN2rows.xml fake dataset.
It should display 2 rows in the Reviews table and in the ChildProtectionPlans table.

Expected Behaviour:
All rows of a child should be displayed, whether they flag errors or not.
