General Queue for commands

Since kicking Kamran, if successful, takes him out of the channel, any other kick request done before or at the same time would not be handled. Implementing a general queue for user commands while Kamran was in the channel for some interval before the ignored request(say 5 secs) can keep track of all the kick request.

The execution of command on another hand may not have to be changed, showing some mercy on poor Kamran.
