It is possible to use Salesforce HTTP API to upload apex pages. Therefore, it should be fairly simple to create integration tests which, give some Salesforce environment, can upload Apex pages that can be used to test out the various elements.
As this library grows and becomes an essential piece of Salesforce automation, I think this will be essential for long term maintenance.
