android10以上系统，截图快照和录像，需要requestLegacyExternalStorage权限才能保存成功。
但是目前遇到了问题：
1.google play 上线不能申请这个权限，
2.android11这个权限不起作用了，
请问这种情况应该如何保存视频截图快照和录像？
