Evaluate porting to postgres (neon.db)

Neon is a serverless postgres port. This app could easily run in the free tier. Porting to a relational database would make the database interaction a lot simpler and it could still be basically free to run, more than with dynamodb which requires a lot of tuning to get the balance right without getting rate limited.
