Description of new feature

• Add a button that enters a mode where box select is enabled
• The icon should always be visible since it's really important, even if you have a small screen. It shouldn't go into the overflow/hamburger menu.
• Once you're in the mode, Cy API: disable user panning (drag automatically does box)
• Tooltip for the button must have a description to let users know about the key to do drag selection "normally" -- probably shift because it makes sense for Windows & Mac

@maxkfranz Box-select does not work on touch devices, right? So should we just hide this icon if the screen is small?

I don't know if it's a cytoscape.js issue.
Does it work on iOS?
