Web installer Permission Error is unfixable #13

Ignore the rest of the screenshot. I have reinstalled the installer, ran it as administrator, and restarted my computer, and it keeps giving me this error. I'm 99% sure that the file it lists does not exist on my computer. I cannot find it using file explorer, and trying to delete it with command prompt does nothing.
