Phase: Bids are free to set and withdrawn
Phase: Bids have a % fee and can be withdrawn
Phase: Bids have a % fee and can’t be withdrawn
Phase: Wait until x block no new bids are made, every new bid extends this period again, then close the auction.

Pro:

try to lower gas war at the end

Con:

adds a lot of complexity to the front-end
