Thanks for posting this feature request, I totally agree that having the Settings fields at the very bottom of the window is not user friendly at all, especially when you have lots of fields and content. This is even more of a problem with the now introduced left Menu sidebar (Craft 2.5), as the "mobile layout" for the main column already triggers at a viewport with of 1200 px. So this is not a tablet or mobile only problem we're discussing here. I'm not really a fan of your proposed suggestion though (to add another off-canvas solution), but I do not have a good idea to what to do instead. What I can say, is that I did like it how it was solved before Craft 2, when the Settings fields were in a Settings tab (a very simple solution, that worked!). But I can see how this cannot be a (full) solution for Craft 2 and above, as there are thing that probably shouldn't go into such a Settings tab (namely the Entry Type selector and the Delete button). The entry options sidebar should be moved to an off canvas menu for mobile. This would allow the entry options to be available at any point in the page scroll.
