Hi, thanks for getting in touch! This behaviour comes from the CKEditor itself. There’s an issue for it in their repo: ckeditor/ckeditor5#1068. The quick solution mentioned there only works with source editing; when using Shift+Enter the link is still split into two anchor tags. We’re keeping an eye on the issue, though. Feel free to join the conversation in the ckeditor5 repo.
