In Stage 3, if you make a bad measurement, the number of angular size measurements made still counts it towards the 5 you have to measure, so it is possible to leave with fewer than 5 measurements made. It also doesn't force you to redo a badly measured galaxy, so the error message can persist if you didn't fix the problem.
