The only reason it's using Google at the moment is because it was the quickest thing to do because we grabbed it from elsewhere.

I am working on this issue and replacing google maps api by leaflet.
Is there a Serial Number to test the edit form and the location picker?

This really depends on which provider you would like to use.
There are dozen of them:
https://wiki.openstreetmap.org/wiki/List_of_OSM_based_Services

the main one does not require any API KEY for a low number of daily
requests.
