Add Windows OS to CI #42

CI action should include Windows OS.

There are likely some bugs that affect Windows platform. Those should be dealt with by either:

Disabling the broken test from executing on Windows and creating an issue capturing the need to fix
OR fix the bug and/or test in scope of this PR

This issue can be closed when the CI action passes when executed on Windows.
