[DOC] error_overlinking flag

Currently conda-build has a .condarc option, command line option, and recipe field called error_overlinking, which converts any warnings about unused dependencies to errors

However the docs on this field are a bit spotty. Current areas to fill out would be

• The build section of meta.yaml
• The conda_build section of .condarc
• The full commented .condarc file

There's also an option called error_overdepending, which does separate but related things.
