tracking issue for pkgconfig challenges with lib

I also experienced a related problem: due to the Requires.private problems mentioned in conda-forge/conda-forge.github.io#1880, CMake downstream consumers of the libzip require the z.lib being installed in the system, but libzip just link (and have a run dependency) libzlib, that anyhow just installs libz.lib, not z.lib, see conda-forge/libignition-fuel-tools-feedstock#70 (comment) .
