Permissions on cache folder #36

At some point during install/upgrade the permissions on the cache folder
and the log folder go wrong and need to be reset

It's possible running oasisdb as "root" is causing sub folders to be created as "root"
if they didn't already exist.

Most likely is when commands are run as other than the oasis user. see #70
